I am trying to launch RA3 via the C&C Online launcher on Windows 10 64 bit, with everything else up to date

After clicking to RA3 in the launcher, the client does not respond for around 40 seconds, and then red launch-box thingy comes up with a steam error along with it that says :

Application load error 5:0000065434

with ok being the only option

 

I have tried doing this multiple times, all with the same result.

The log reads:
