Generals is barely being played on the server.
Only the Zero Hour expansion is basically being played, probably due to variety of commander options you'll have at your disposal.
For that you'd need an server account and Gentool in order to play online.
When it comes to Red Alert 3, you'd need an server account and C&C: Online Launcher 2.0.7.
In the menu on top, hook Red Alert 3 first. If prompted with Admin Permissions, click Yes.
Then close the launcher and start Red Alert 3 by shortcut or Steam/Origin client.
You actually had a chance to get Red Alert 3 for cheap during the Steam Summer Sale which ended 2 weeks ago. It was on sale for just 2,49 EUR.
If you're looking for the full C&C Collection (including the much older classics that comes with this package, these can be played online through CnCNet.) you want want to consider buying the Ultimate Collection from Origin. (Some web-shops may sell it for way cheaper EA sells it for)
