We'd need more information.
As example, are you having troubles logging into the server, or having problems such as Connection Error 1-2 the moment you guys try to start a match, or perhaps problems with the launcher?
At this point it would be a guessing game. c:

Might be a case of Port Forwarding.
Port Forwarding might be complicated for beginners, I'd suggest to give a VPN Server like Windscribe a try.
All you have to do is make an account, download the app and enjoy the free monthly 10 GB.
If using VPNs, make sure in Red Alert 3's Network settings that it's set to the VPN's IP. In my case with Windscribe it's in the 10.x.x.x range.
