Can play online but can't play locally..?

So I have Ra3 on both my roommate's laptop and my pc, we can both play online fine but whenever we try to play together we get hit with the

"Connections are in progress or connection problem detected 1-2" 

 

could you plz help?

 

I have a windows 10 and he has windows 7, I've tried playing online on both separately  and it works perfectly..

This is a known issue when two RA3 players play from the same internet connection.    You need to trick one of the games into thinking it has a different external IP address to the other game by one of you (not both) using a VPN. You should be able to find a free VPN easily but some are better than others so you might have to try a few. Google for one in your local area.      The VPN should be used by only one (not both) of the players.
