Hmm... Does this occur on the Disk version of either RA3, Tiberium Wars or Kane's Wrath?

This is triggered by the DRM system the game uses to prevent piracy.

It basically contacts the EA server and requests permission to play the game. In other words, Disk versions such as Red Alert 3 has a set limitation regarding activations per computer(including reinstallations of Windows).

I know how dumb this system is and have NO idea why EA implemented this.

I'm not entirely sure whether EA may have pulled the server due to the gamespy shutdown from a while ago or is temporary down for maintenance.

If possible, you could try activating the license key in EA Origin in order to get access to the Digital Copy of the game without having to repurchase it for whatever reason.

Using Origin also means you'd have to reinstall the game from there.

Yes, this occurs from the disk version of RA3. However, my key is still valid. I know for sure I haven't maxed out activations yet.The exact error message is

"The game can not start

There seems to be a problem contacting the license server. Ensure your internet connection is active and try again in a few minutes."

Tried downloading it on Origin using the same key but it wouldn't let me use the same key.

I'm afraid you might have to contact Electronic Arts about this.

There isn't much we can do on our end if this message continues to interrupt from playing Red Alert 3.
