I cannot build some structures and infantries.....can build 1st three...cannot build 4th, 5th and 6th structures and infantries....can build 7th, 8th and 9th.

I started having this issue 3 days ago, on steam.
No error codes associated with it.
2nd row buildings are not available to drag and drop.
Hot keys will build them.
2nd row buildings and units do not high light with the mouse.
It is like something is overlaid on top of them, blocking the mouse cursor.

it might be a program you have up for a example. 
if you have steam friends list on the right hand of Your screen, and alt tab back in / boot up the game. it might have bugged out and Your steam friends list is now in the way of a spesfic part of the screen, 

Not sure if that is the issue 

but what usaly have solved my problem if thats the case is to alt tab out and back in, or restart the game.
