That icon means you have connected but the connection is poor.      You need to take steps to improve the quality of the connection; use a wired connection to your modem (not WiFi) and keep the connection from the street into your modem away from sources of electrical noise (i.e. mains cables).

Those connections do not go through our server.   All the server does is provide you with the IP addresses of the other players in the game so your game can connect to them directly.     Keep in mind that these game do not have to transfer very much information so they are not affected by the speed of the connection, as such, but by the quality (so noise and errors affect them badly) and latency (so the time it takes for the first packet to reach the destination in important, rather than the rate at which data can be sent after that, if you understand what I mean).
