I've won 3 games online while record stats is on but 2 of them did not show up on my stats. my disconnects and losses always show up but when i won the other games it didn't add any losses or disconnects or win. Is this a bug in the leader boards?

Unfortunately, the ordinary stats in Zero Hour do not work reliably. That is probably an issue with the core server, which we have not got to the bottom of.

The ladder stats ought to work reliably though, provided that stats are on, the map is a valid ladder map and all of the players have gentool.

The best way to keep track of your win loss is via the ladder stats, which are 99.99% accurate when recorded. They can be found at shatabrick.com, and accessed by searching your nickname, then clicking on it once you've found it. Here is an example of my stats when I search them this way:

Please! Please! try Windscribe free VPN to see if it fixes all of your ZH-Online connection issues!

You shouldn't use the C&C:Online launcher to launch Generals or Zero Hour.   If you are playing only those games, you should unhook and uninstall the C&C:Online launcher and install GenToolWhen you have done that, you just launch the game from its ordinary shortcut.     If you are using the Ultimate Collection, you should install this first; C&C Ultimate Collection Launchers.

Sorry for necro but is there any plan to ever try and fix stats or not? If not I guess I'm just going to game ranger as a 3v3 player, more games there and stats online don't matter because they don't work.

Playing on a virtual LAN service does not support win/loss statistics neither. Moreover, you will run into a bunch of cheaters and increased lag so I don't see how that should improve your gaming experience compared to C&C:Online where lag problematic is usually a bit better and the chance to play against a cheater nearly equals 0 %.

To answer your question:

xezon is trying to fix some problems with C&C:Online servers, see here: PROJECT - Fixing CNC:Online Server

Not working statistics isn't on his to-do list with top priority but he has said this could be a "bonus fix" so there are some chances of working statistics somewhen in the future.
