RA3 (steam) cannot play with my brother

connection issue

Tried running a Co-op campaign with my brother who lives a few towns over but we got this error:
Connections are still in progress or connection problem detected, please wait for the connection to finish or kick the player who has the connection problem.

Failed Connection: 1-2

When either of us tried to start the actual campaign or skirmish maps.

I run windows 10 and he runs windows 7 if that is any help. We both run the steam version.
We both tried all the solutions on the common issues and solutions board without any change.
Haven't tried to connect to anyone else yet.

The NATNegTest.bat just shuts down instantly after opening, I disabled forwarding and DMZ. What do I do?

Did you extract the compressed file into a directory before you ran the bat?   You need to do that.

Yeah I extracted the .rar content to a folder. Does it matter where the folder is?
Double clicking the .bar makes a command prompt briefly flash unto the screen before it closes again

Took a few tries before I managed to catch it in a screenshot before it disappeared. Its up for less than a second
