I don't know what causes that problem (except that you need to use the American date system of month/day/year). The best thing to do is to ask on the Gentool Support Forum on gamereplays;

Hello,
I tried to make an account today to play with a friend. After I’m done I tried to log in but it wouldn’t let me play online it says “you must be over 13+ to play online”. Even though I’m 21 (8/9/1997). My username: al8wee Waiting for your response.
