Please note that this is only my personal opinion on how things might be better:
Goblins:
Swap Untamed allegiance with Scavenger as this can balance it because most people I assume choose the barlog side.
Make cave trolls melee by default
Gondor:
Make the Market place not effect other gondor allies
Isengard:
Make Fuel the fires does not effect other isengard allies
Mordor:
Make slaves of nurn work on all resource buildings
Make mountain trolls melee by default
Elves:
Scouts of nimrodel are very OP, my nazgul gets easily killed by one battalian
General:
Remove limit of seige weapons as I personally find it pointless specially since it effects Gondor and Lothlorian the most since they only rely on one seige unit which are also limited
Make armory not a resource building with level up system but rather similar to bfme2 but I suggest being able to build up to 6 as each one lowers the prices of upgrades and you can decrease its price so people will be able to build more than one but also increase the price of upgrades, this can fix the problem with AI not getting upgrades since they usually only build one in a bad spot where it gains few resources to level up.
Option to remove units that patrol around structures to avoid lag
Option where command points increase per resource/fortress build
