Don't they have 1.1 or so damage multiplier on hard difficulty in the .ini file(s)?
I remember hard, medium and easy difficulties have different pre-definied modifiers such as training/buildingspeed, rate of turn, damage, etc. in the rules file.
Seeing the enemies' veterancy level is not neccesary (in my opinion), because of the same reason you don't see their production line - you don't have to see everything it would make the game too easy and predictable
In vanilla, easy, normal, and hard AI had different multipliers for the ROF and survivability of their units, amongst other things. In MO, if I remember correctly, all such unit modifiers are set to 1.0 ie: the normal value.
