I don’t know if this can be remedied but the AI seems to build a base differently on some maps. For example it usually builds its buildings in a circle around the fortress with resource buildings scattered around outside it. BUT, on some maps it builds resource buildings to close to the fortress, leaving no room for some important buildings.
Is it solveable? The Rhun map is a good example of the AI placing its buildings “correctly”. Dagorlad is a map where it does not.

This happens too playing any game of bfme, it seems that the AI priorizes a group of buildings for every game, instead all.
Also, playing Age of the Ring i didn't see never the AI to create never ships, still having all the Shipwrights to the CPU.
