RA3 connection & Login problem

Hello i'm posting this on behalf of my friend who's using win10. when he tries to log in he gets the following error "cnc online failed to connect to servers please check to make sure you have an active connection to internet"
I asked him to type this "Test-NetConnection peerchat.server.cnc-online.net -port 6667" in powershell and send the output and this is what he sent me:
