When you carry level x battalion to next mission they have to level all their current levels again before gaining new experience. Maybe this is a balance feature of some sort? Seems like a bug to me though. This applies to almost all battalions of gondor, rohan, isengard and mordor. Notable exception seems to be kingsguard infantry (rohan). They can level 1-5 in the same mission
