When you destroy one of your plot buildings to build something else the plot becomes unbuildable for most buildings like mill, farm, barracks, stable etc.
The building animation gets stuck at 0% because the worker gets stuck in the middle ( instead of moving outside to start bullding)

Can still build statue and well for example, but can’t cancel and build mill etc

WotR. Happened on pelargir, dol amroth and edoras so far

This also happened in the Osgiliath campaign map. So it doesn't seem to be a Rohan only problem.

 

@Mestane as far as I know many parts of WotR are still work in progress. And especially the fortress maps with built plots are a fairly new addition. So it might take some time until this stuff is fixed. Still good to have it all reported.
