i was playing as rivendell at a 1v1v1 scenario and my fort got destroyed. i had rallying call power and the tornado power. the rallying call was fine but the tornado wasnt available as soon as i rebuilt my fort, as if i had just used it and i had to wait the whole cooldown, but the icon was showing that it was available, like it was coloured. i dont remember the map unfortunately and i dont have a replay as well but i hope i helped.
