Hello,
Playing with patch 2.02 and version 8.0.0.
I can't upgrade the blacksmith with Gondor, as it does not present an option to. Only the first upgrade, the banner was available. The other upgrades were grayed out and required a higher level blacksmith.
Hopefully this is a bug and I'm not just dumb? Hehe. Thanks.

The Gondor Blacksmith is a resource structure and will upgrade itself over time.
