Hi there,
I've tested this on Beseige: Pelargir, Sarn Ford and Fords of Isen II. Whenever the Morgul Beacon is activated 100 command points are deducted from your overall limit.
Also, regarding Lothlorien, the Shields upgrade for Amroth's Knights are lacking the updated button art the other upgrades have. As the faction may be receiving an overhaul in the future this might not be a big deal.
