Trying to play RA3 and don't know what to do with this

I found topic with the same trouble, they say that it caused by register problems and given an instruction, but it didn't help. There's the link to this topic:

I can't add Debugger for CNC3 and CNC3EP1, also when i try to proceed instalation of CNC Online there are no changes.
