Most likely the windows installer has been installed incorrectly, you can try running these 3 commands in an admin command prompt:
sfc /scannow
Dism /Online /Cleanup-Image /RestoreHealth
scf /scannow

I have tried those commands previous to making this thread. I have also tried repairing my registry to no avail. any other program installs fine

Unfortunately i have tried all of those prior to posting here. i was hoping someone had the same issue and resolved it.
