Try deleting existing shortcut and create new one.
Run it as administrator with Windows XP Service Pack 3.

where is your game from? (internet,origin,steam,disc)

i have the same problem, i execute red alert 3 but this message appears: "unable to launch Red Alert 3" i try execute as administrator with Windows XP Service Pack 3, vista, 7 and 8 (i try too which my sistem windows 10)... i only can execute the game if i uninstall the C&C online but i can´t play which my friends ...
