Can I use mods when playing online with C&C:Online?

And how do I start them?

in theory yes u can play mods online however everyone you play with has to use the samew mod as u otherwise u will get a different game version error  

how to start mods are different from mod to mod but i will exxxplain the usual vibe with the remix mod as example 
so first of all you will have to get the UI working for RA3 dont worry it sounds weird but its fairly easy you just need to set -ui as command line argument in the game preferences/properties  in steam or origin u can do that with going to the games preferences/properties  settings for disc copys u just right click the .exe and go to porperties and add the -ui as command line argument (the origin ultimtaes collection may need a exxtra fixx for the comamnd line to work)

now boot up your game a window should appear which has some buttons like: , launch, gamebrowser, etc, if this works perfect u can close it again 
now you will need to check if ur ra 3 has a mod folder  [as an exaxmple here is how my path looks like C:\Users\Astolfo-Chan\Documents\Red Alert 3\mods]  make sure that the folders are there and dont have any typos if u miss a folder create it.  

now we will need the mod sowe just downlaod it and we will create a new folder inside "mods" called Remix in there we will extract our mod now u can close everything again and launch ur game now when this window pops up you will click the gamebrowser and navigate in the top bar to mods there should be now the remix mod listed  click that and hit start/launch

 

 

you area basically good to go now   note: that some mods are different and requiere differnt stpes but most mods come with a readme file which contains all necessary information on how to install it   if u have any more quetions just ask
