How to add Eomer outlaw leadership to Legolas?

Open Eomer INI file , look for the coding block that controls this power 

copy it into Legolas INI file

Decide which level Legolas gets the power and add that UPGRADE correctly onto the EXPERIENCE file , concerning Legolas 

Then add the commandset file line , that is give Legolas the button 

 

There is a filter , that affects what units gain the OUTLAW power , it currently affects CAVALRY , 

Adjust this to Archers etc for Legolas
