I found the solution. Apparently you must set steam to run as administrator first before ever running it the first time you launch your pc. it worked after I restarted my pc then run steam first as administrator than run red alert 3 from C&C online menu. If you set steam to run at startup it won't work unless you set steam to always run as administrator from the compatibility menu then you need to restart your pc after that.

I first set both steam and C&C online to run as administrators, I launch C&C online then I hook red alert 3, I then select red alert 3 from C&C online menu to launch it, red alert 3 logo appears and closes and the game never launch after that.

Just came across the thread and wanted to share some advice, even though this thread is pretty old. Here are a couple of things you could try: first, verify the game files through Steam, that might do the trick. And getting one of the windows keys may be helpful too. Maybe try disabling them temporarily and see if that helps.

same problem but instead of the game from steam, I got the game's cracked version, it works on my cracked version of Tiberium Wars and Kane's Wrath, got it to connect to c&c:online, but RA3 isn't working, Please help
