I am getting this error:

I have the Ultimate Edition from Origin, now EA Games.

 

I have Red Alert 3 installed on the C:\\ (Root)

 

I have RA3.exe running on admin

 

I hooked C&C online to Red Alert 3, exited and double click on RA3.exe, the C&C launcher comes up, when I click on "Red Alert 3" the error comes up.

When I double Click the RA3 Launcher, C&C Online comes up then I click on "Red Alert 3"

 

Then the EA launcher pops up and I get

 

"Failed to launch game

An error on our end caused the launch to fail. Try again a little later."

same her and I instaled the batch files that is recommended for the ultimate collection in the following link

but when i run the game it fails to lunch

This means that the C&C online client had not been able to hook the game properly. You must disable your antivirus, when installing and hooking the application (as then enable it afterwards), and then run the game, the Steam or EA client, and the C&C Online launcher as administrator (by setting their compatibility options).

But nevertheless, the newly released Tacitus client does not suffer from these issues and is plug and play. Please update your client.
