C&C:Online was undergoing maintenance after the game's 27th of February patch. This was done to make the switch from the old C&C:Online launcher to the brand new Tacitus possible, which is no longer a launcher and just boots up with the game itself. It will not have this issue. See the setup guide on how to install Tacitus.

Hello, please help, I have a problem. I want to play Commander & Conquer Tiberium Wars Online but it doesn't work. I keep getting this message: CA public key patching routine failed"
What can I do here to make it work? I have a laptop. Is it the operating system? I'm attaching a screenshot. I would be very grateful for any help!

That error means that the C&C Online launcher failed to hook the game properly. You'd have to disable your antivirus when installing and hooking the game (and enable it afterwards), and run the game, the client, and steam (or ea) as administrator (through compatibility settings).
But as `mrtnptrs` has noted, there is a newer client, which does not suffer from these problems. Follow that guidance to get up and running with Tacitus.
