The server is not down and fully up at the moment of writing. C&C:Online launcher has been deprecated though and replaced with Tacitus. This could solve your problem. Please join our Discord and post a new topic within the #tech-support channel if you are still encountering login issues after using Tacitus. Please message our Discord bot @EvilToxic there with your question if your requests were about Revora forum or website login.
