When playing as Rohan in WotR, you can't choose a custom hero. The only option is none or Random.

 

UPDATE: same issue with Woodland Realm, Rivendell, Isengard, Mordor, Misty Mountains, Dol Guldur and Haradwaith. Actually the only factions where you can choose your custom hero are Gondor, Lothlorien and Erebor.

I'm having the same issue; also, whenever I set the custom hero to "Random" it crashes the game. Also applies to Skirmish mode.
