Hello. This problem can have multiple issues. First check that there are no restrictive firewalls (inside the operating system or your modem/router) preventing the game from connecting. If that's not the case, then most likely your ISP is blocking some connections to the C&C Online server, or you're behind a carrier-grade NAT, which in some cases will prevent you from connecting to other players (or other players connecting to you). In this case, you can try using a VPN to see if it solves your problem.
