I just want to add a custom building to this game for my own personal use. I found out how to look at the mix file and extract the rules file, but I don't know how to then save that back into the mix file.

 

Any help would be appreciated and better yet if it included pictures of each step, thanks!

You can't. It's hardcoded. The devs do not want you to mod the game.

Apparently someone decrypted the MO mix files and extracted all the ini files released somewhere in the Internet, if you know where to find it. But keep in mind, any modified ini will be detected and cannot be used in multiplayer sessions.
