Looking for some help from a veteran Kanes Wrath modders.

I have followed the various tutorials for Wrathed/BuildMod.bat and managed to compile a basic mod to change prices on a few units (just to test) and used various ways documented all over the place including "Command Post" and the new open source BattleLab v1.0.0 to attempt to load the mod, but nothing I do seems to work.
I have installed the 4K mod (this obviously uses an installer to do this) but haven't been able to load any of the mods that do not use installers (i.e OneVision).
My questions are:
- Is it still possible to create and load Kanes Wrath mods for the steam version using WrathEd and Buildmod.bat?
- Is there a more up-to-date modding guide that may include some missing steps on how to load the mod?
- Are there more up-to-date tools to build mods?
Any help on any of these points would be great.
