Photoshop and Paint Shop Pro can both do it if you download this DDS plugin.
Just unzip into the plugins folder in your photoshop/paint shop directory. It will allow you to open DDS files and save to DDS files.

Now just open the DDS, select no when it asks to show Mip Maps and save as tga.

I used Paint Shop Pro 5 for my converting since I found 7 crashed a lot when Block Converting. If your looking to do several converts at the same time then there is a fuction for Block Converting in which you select several .dds' and then block convert them to .tga's

Be careful if you try too many at a time it can crash Paint Shop Pro.

XCC Mixer is the best thing I've found for batch conversions to TGA. It is a great utility, and I can't think of enough things to do with it.

Well, when it comes to writing an expository essay about counter-insurgent tactics, I'm of the old school. First you tell them how you're going to kill them. Then you kill them. Then you tell them how you just killed them.

the remap parts must use a greyscale (black/white) texture as it colours using vertex colour shaders. Any coloured texture under it tends to wipe out the effect.
The lighter the greyscale, the better. White shows the remaps brilliantly and black doesn't at all.
