Depends on what you want the stealth generator to do.

Could you explain a bit more? I've never seen the stealth generator in TS.

You've never seen the Stealth Generator From Tiberian Sun?
Well hers the Design
When you build the Generator and you have enough power, the buildings and units in a certain area tern transparent for the owner and diserpier for the enimy.

Other than making it work like the Gap Generator in RA2, I don't know of any way to make it work.

Is it possible to have the buildings stealthed using the GLA code, and having the the buildings not stealthed if there is low power?

I don't know. You can play around with the stealth module, and see if there is a state that describes low power. If you want to do something, experimenting is often the best way.
