Just use a paintbrush in Photoshop, with the right size, at least for the circular ones. You can just use masks to do the smilies.

Now, the problem, i did all except the animated ones. But those got about 6 layers or more. So i have to search for something i can do all those layers in once. So i don't have to do it 7 times.

Some of the animating ones look like thay already have tight outlines.
You could tr making a transparent layer, adding a white border and then copy/paste it over each layer.

You could see if you can find everyones 400x55 banners. Must be a link to most of them somewhere in the forums. There was an old topic about them before i asked everyone to make animating ones.
