Anyone know how to open the .bse files in Bases.big. XCC and Notepad just throw a load of rubbish at me, anyone know a program to open them with?

My guess are that they are intended for Worldbuilder like the scp files.

I don't know what they are either. I can open them with a Hex editor, but that doesn't get anything more than rubbish with a Hex interpretation.

Looks like Hostile was right, Worldbuilder is able to open, and edit them, so I presume you can also make your own .bse files for mods etc. You have to extract them all from the .big file before you can read them, like map. You can also open all the files in Libraries.big but it just comes up with some random dots and economy plots when you open most, dont know exactly what to do with them.
