OK, first things first
Your CommandSet has 2 entries listed at number 6, the Overlord and the Leman, I'm guessing the second one should be an 8, that might be causing you problems in game.
The Missing Text comes from it not having an entry in the general.csf file. You'll need to create a new string for everytime you create a new Label or DisplayName. GenDev has a CSF editor for adding your own strings to it.
Your problem of it not being built is that they are not in the correct location. CommandButton and CommandSet needs to go Data\INI while FactionUnit needs to go in Data\INI\Object. This is in your main Generals Directory (the one where all the big files are). At the moment, Generals isnt reading your new ini's so nothing is happening, once you put them in that location it should all work.
