if you seriously want to program in DOS, use Turbo/Boreland C++, its what i use, and its probably the best, since its pure dos, in other words, it doesn't like windows XP.
however, if you are just programing, I'd sugest you begin with microsoft visual studio, or scrap microsoft garbage totally and use linux. according to the OTTD crew, linux is the best programming environment. if you get good, you can create a cross platform game like OTTD.
