Normaly you goto File > Publish and it makes your fla into a swf.
If you goto File > Publish Settings, you can set what other outputs you want:
SWF
HTML
GIF
AVI
..others
After you publish to GIF, it is best to open your GIF in an animation or art program, like Animation Shop. Then you can tweak it and polish up anything that you could not do in Flash.
