I just don't think the USA would have a plane fly in and create a big storm it can't fly in. Cruise missile?

Can the thing be delivered by a missile? Or a laser beam on the ground that alters the weather by charging teh clouds in a certain area?

A heavily modified C-130 can fly into a hurricane with little (relatively little) problems. One of the reasons they have not done so with tornadoes is the windstorms' unpredictable nature and small size.

So, strapping a device onto a C-130 is feasible. Strapping one onto a remotely controlled C-130 is even more feasible.

How small can it get? If it can be small enough, design a new stealth UCAV just big enough to carry it. Make it as cheap as possible so it doesn't have to survive/escape the storm.

I still say shooting a laser beam at the clouds would be pretty cool. Example: see the last cutscene of the Allies campaign in Red Alert 2(not YR). It never shows ingame, but in the cutscene it shoots a laser that looks kinda like a particle beam at a cloud and that cloud gets lots darker and moves.

Doesn't have to be exactly like the movie. I guess a little thing hovering in the air would make sense if it built up a static charge until it formed a ligtning storm. I have no idea how it would form a tornado or hurricane.

OK. How about a little upside down cone thingie with dual internal rotors to stay airborne like the Battle Drone, only bigger? Also, it should have something sticking out and glowing to look like it's actually doing something. Maybe form a blue laser ring around it or something.

The LONGBOW system would be a superb upgrade for the American helicopters. This would increase the damage of the Hellfire missiles, as the new ones have three tandom HEAT warheads, increased range and rate of fire. Amount of missiles carried would also increase, sacrificing the rocket pods.
