Who's to say they haven't? Thing is, anybody that *uses* a nuclear device would be set upon by all the other Houses and be (literally) removed from existence in a violent nuclear holocaust. At least, that is what the Great Convention binds all the Houses to.why dont they invent walking nuclear bombs?
