well using the horde logic, you could surely do that
dont know if the objects should have a HERO in their Kindof, but the Horde should.
maybe Nick could help you on that, he has done it for his elven mod

I didn't understand everything you said Metzman, do you want the heroes to be alone when you recruit them and be able afterward to merge in a horde?

For the commandset, i did not understand well too, do you want your heroes to be grouped but still have their own commandset?

At worse, give them a guard unit button to escort each other

Well he want's to say that he want's to build Elladan and Elrohir as one Units and if they are near to each other they sould be combined together like a horde - but only the two.

At first they should use their own commandset and if they are together they should use the same new commandset with new abillities.

Is this possible?

Yes, that would be possible. Create a horde for each Elladan and Elrohir using their original commandsets. Call them ElladanHorde and ElrohirHorde. Next create a horde called ElrohirElladanCombo using the new commandset. Then in Elladan's hordecontain behavior add this:

ComboHorde = Target:ElrohirHorde Result:ElrohirElladanCombo InitiateVoice:GondorSoldierVoiceJoinAnybody

and in Elrohir's:

ComboHorde = Target:ElladanHorde Result:ElrohirElladanCombo InitiateVoice:GondorSoldierVoiceJoinAnybody

When you make the commandbutton to build them use their horde versions instead of the actual objects. Now after the user builds both of them they have the option of combining them.

Sure, using Horde logic.

You may have to build them already as a horde, containing one hero, and give them the combohorde command so as they combine with each other.

For the commandset, just make one for the horde different from Elrohir's and Elladan's.

To sum up, here are the objects you need to do (using my method)

Elrohir (unit)
Elladan (unit)
ElrohirHorde (Elrohir alone in a horde)
ElladanHorde (Elladan alone in a horde)
ElrohirElladanHorde (combo horde with Elrohirhorde and ElladanHorde).

I've proceed like that for my beer barrel carriable by dwarves, it works fine. You might have some problems with Heroes though, for the respawn and such thing. If it doesn't work, make them buildable from a building.
