Paid developers hardly ever develop good AI - its not priority ever. Everything is mostly multiplay against human rivals.The skirmish ai is FUN and it's what the guys at relic should have been doing.

Just one question to give your method a try :
How are you sure that Dawn of war is using the Skirmish AI if you do not start a game using this mod (extension -mod dowai) ?
I understood that all files stored in ...THQ\Dawn of War\W40k\Data\ are normally taken into account to run the game with a higher priority level that the data stored in the original .sga files at the folders root (this is why additional maps are put there).
However, if the only way to start an online game is to get similar versions of the game, I am not sure that the skirmish AI will be used. Even if the listplayers command in the console is giving the information "AI Local something...", it may just be the Vanilla AI playing on your local machine.
On the other side, if the Skirmish AI folder you copied into ...THQ\Dawn of War\W40k\Data\ is always taken into consideration, it means that this AI is always active whatever you do within the ModManager that came with the patch 1.3 of the game.
Any idea or additional explanation ? Thanks in advance...

The files in W40k are in effect unless some other mod overrides them. A game with the skirmish AI in W40k\Data, but started with -mod dowai will use the files from dowai.
I'm certain that it's using the modified AI since they play very differently.
Ok for the different type of gameplay. However, i am still confused regarding the mod management.
In a previous post, you mentionned it was not possible to play online against a standard AI because of a different game version detected due to the extension -mod dowai used.
I understood this is why you start the game with no extension but putting the skirmish AI folder directly in the w40k/data folder. Thus allowing the Skirmish AI to override the Vanilla one while being still able to start an online game... (Looking clever this !)
However, you seem to describe the opposite (cf. A game with the skirmish AI in W40k\Data, but ""Only ???""started with -mod dowai will use the files from dowai). Sorry for my poor understanding (English is not my mother-tongue...).
I also have a replay "Orks vs Orks on Mountain trail" where the Skirmish AI is loosing (my teammate...). How can I post this ?

If it's started with no -modname (and no mod is selected in the in game mod manager), the files in W40k\Data are used. If there's nothing there, it uses the default ones from the .SGA file.
If there are files in W40k\Data, but a mod is selected, the files from the mod will override.
For this test, neither person selects a mod. One person has the standard AI running and the other has the skirmish AI extracted to W40k\Data\ai.
