i downloaded the XCC_Mixer and i already know how to alter various unit stats. so im not doing nothing. but i dont have the knowledge of what to do. can you please help?

what exactly are you trying to do, there are lots of very talented and well educated modders on these forums and most are quite happy to help. even I can help...sometimes, but not usually :(

Ok, as Feldspar and Lavskaegge pointed out, the tutorials are the best place to start and if you have a question there are lots of experienced modders who can help you out.

These are probably the best tutorials for you to start out with:

YOU KNOW WHAT I HAVE TRIED A GAZZILION TIMES TO TRY AND COPY THE (WICTHKING ON FOOT) INI.!! AND NOW I GIVE THE FUCK UP!!!!!!!!!

I DONT KNOW WHERE TO FUCKIN PASTE THE THING THEY JUST SAY PASTE IN IN THE SAME DIRECTORY!!! IT WONT FUCKING PASTE I TRIED TO PASTE IT IN THE BIG EDITOR IT WOULDUNT FUCKING LOAD!!!!!!!! So now peaple im handing in my card GothmogtheOrc I appricate all the help you have been and i thank every body that tried to give me some hints bit im throing in the towel it is 4oclock at night im sleepy, im stressed and im out (if you want to tak to me post it on the MEMW on one of my threads) PEACE!
