I'm also confused. Would you like to enlighten use Haldir?
Here's a guess, an arrow upgrade that only has high damage against little people, aka orcs, footmen, archers, etc, but not buildings and big stuff.

Isengard used gunpowder in it's mine so maybe some explosive gunpowder tipped arrows. You know lite the fuse and fire with a small explosion. I'd only add that to some single unit though as a horde would be too powerful.
