My thoughts:

Machinegun for scout drones.

Rocketpods for Comanches (though this is more due to my tactics than their usefulness)

Flashbangs for Rangers (I use Spec Ops)

Laser missiles. remove the upgrade and make them have it from the start.

I say have some of the more common upgrades come with the unit at the start. (flashbang, capture building, laser guided missiles, etc.)

ideas:

I strongly recommend that the super weapon general has that abomination called a GGAM removed and the hammerhead artillery brought back!

it would be handy if say the chinese radar came with the command center?

general granger could come with the counter measures upgrade

general fai used to have his bunkers reinforced at the start: maybe he should have that back?

yes we know the ggam is an abomination

the rader for the chinse is a good idea casue that would make 4 upgrade slots aviablie

if the capture upgrade can without havin to buy it then i would make a 12 extra upgrade slots

I like the current artillery for the Superweapon Gen, but the Hammerhead should be brought back.

Here are the upgrades units should start with:
Countermeasures(Air Force only?)
Capture Building
Sentry Drone Gun
All USA grenades
Reinforced Bunker
TOW missile

Here are some to drop:
-Ocular Implants: These arent that useful unless they affect artillery.
-Nuclear Tank: A portable nuclear reactor for land vehicles has been looked in to, and the radiation shielding is too heavy. Besides, it's not that great of an upgrade.
-Depleted Uranium: WAY too expensive for China. Also, it isn't really very radioactive. Replace the USA Scram shells.
-Scram Shells/Composite Armor: Combine them into one tank upgrade package.
-Red Guard Land Mines: These are incredibly cheap and lag the game.
-China Vehicle Land Mines: If you really want land mines for China, use a minelayer, not tanks.
