I have them using the A-10 strike on every level, but the do it right where their paradrop is.

CommandSet upgrades? Do you mean the upgrade that is used to switch between the normal and advanced buildings? That will not be needed since the AI does not actually "click" command buttons, it loads them all up into a heap and picks the one it needs.
Anyway, to make an AI use the command set upgrade, use this command:
[Player] Have AI Player build an upgrade
<set your conditions here, build cost or anything you want>
Have AI (Player) build this (Upgrade)
What do you mean with the A10 paradrop thing?

Where do you want the USA to use the paradrop? For now, I will assume that you want them to paradrop right next to the enemy commandcenter (you can change that later on, of course)
This can be done by using the following command:
[Team] Use commandbutton ability -all- nearest enemy building kindof
**IF <normal special power IF's here, look at the original A10 use>
**THEN teamSkirmishUSA* use Command_Paradrop on nearest enemy building with Kind is COMMANDCENTER
*teamSkirmish<faction> is to be used when you want the AI to use a commandbutton ability - look at the strategy center scripts. teamSkirmish<faction> is a generic team for the faction.
This should be it... if this is too complicated I'll simplify it.
