Perhaps this isn't the right thread for this discussion, but you could modify InfantryMutation to make the ice warhead mutate infantry and then change the mutation to:
[ICEGUY]
Name=Frozen Infantry
...
Image=ICEDEATH ; or whatever name you gave your icey death animation
...
Speed=0
MovementRestrictedTo=Railroad ; just to make sure he's got nowhere to move
...
Selectable=no ; you wouldn't want the owning player to issue Deploy! commands to frozen infantry...
...
Strength=1
...
Primary=none
Secondary=none
Then simply give ICEDEATH a Sequence= in art.ini. Give the first frame of your icy death anim to every possible position in that sequence, except for death. For the Die flag, you'll take the other frames of the icey death anim.
Now, in effect, when your generic GI Joe is hit by the ice warhead, he will freeze, which will be handled by the code as mutation, and turned into the [ICEGUY] - which cannot move and looks like Frame 1 of your ice death animation. Now, due to having only 1 HitPoint, any damage will cause him to shatter instantly, in which case the Sequence= in art.ini calls up the other frames of the ice death animation, which look like him shattering. Presto!
But who am I to talk... I haven't released a single mod yet... Just consider it my humble suggestions...

Alright while this is just adding new infantry for sake of being ice block guy, could do and i got feeling the new ice tank would leave many of those behind

No, just haven't had time sort out them, and some are rather questionable quality.

alot of what your giving up is what i liked (ice tank).
Total Annihilation is the only battle strategy.

Is the 2.0 ice tank still... err... icy? it seems more like a generic laser/wave/beam/disruptor tank with "Ice" written on it.
