Before we go back on topic is somekind of special progran needed to start modding? Beacause it sounds interresting.

What do you mean by modding? Coding? Skinning? Modelling? Making textures? There are several different categories of modders.

You can get a decent program for a reasonable price, but the better programs will cost you.
