What in a units code controls the speed? Does it just have to do with the animation or not?

nope. It's either in gamedata.ini or in the objects code itself.
Hit Ctrl+F and type Locomotor and you'll find the speed :p

In the [unit].ini search for "LocomototSet". There is a speed parameter.

it's even better: if you double the speed in the locomotor, the animation speed is doubled too
